According to the Team Page, it appears that Bonelifer does not have Global Moderative permissions and only is a moderator in a handful of the forums, despite being an Administrator.
In addition, the Moderators group is open. Sure, it is apply, and not freely open but still, usually those types of groups are set to Closed assuming the default Global moderators group isn't being used.
Not sure these decisions were intentional or not, so I thought I'd point them out.

Thanks. It was set to Request, it's now closed. The administrators group is set as moderators of all forums including ones you can't see.

Good.
I recommend that it is given Global Moderation permissions as well, otherwise you won't be able to ban troublemakers.

Admins group global moderator settings are already at Full Moderator and group forum permissions are set to Full Moderator. Plus I'm a Founder.

I know what you are seeing, I was worried at first as well, but I've looked all all the permissions and my permissions are fine in the ACP.

You now come up as a moderator for "all forums" which is good to see.

phpBB gremlins set my user global moderator permissions to never. Such are phpBB permissions. LOL.

I understand why standard permissions have a Never option, such for Moderation Queue groups, Newly registered users, and various other groups to remove certain features that users are abusing, but I do not know why Never for Moderation permissions exist. If you don't want a moderator or administrator to access something, it would just be more logical to put them in an Admin or Mod group that just doesn't grant access to that specific function.
